Why do I ask for City and State?

I’m running a contest for newsletter subscribers. Each time another 100 subscribers sign up for my email newsletter, I will draw a random number from all of the subscribers and award a prize of two books—an autographed copy of one of my books and a book by another mystery author of my choice. I will contact the winner via email to get his/her mailing address and to ask for permission to list his/her name on my website and in my newsletter as a winner.
